CivicaPR does not assign officials a 0–100 accountability score. The public data can't support an honest per-official metric — federal contracts link to companies (not officials), and campaign-finance covers only Puerto Rico's sole federal office, the Resident Commissioner. Campaign Finance

Federal Election Commission (FEC) filings.

No federal FEC id. No FEC filings are linked for this office.

Contribution — Money given to a committee, as the filing reports it.
PAC — A political action committee. PAC money is reported apart from individual gifts.
Committee — The organization that files the report.
Cycle — A two-year federal reporting period.

How to read this

Receipts are what the committee reported raising. Disbursements are what it reported spending. A dash means the filing does not report that figure.
A cycle is two years. One cycle is not a career total, and federal FEC money is kept apart from Puerto Rico OCE money.
Donor and payee lists are the largest itemized rows on file. FEC contributor records may not be used for commercial solicitation.
