What is CivicaPR?

CivicaPR (civicapr.com) is a Puerto Rico civic-intelligence platform. It puts dispersed public records in one searchable place — federal contracts and who receives them, officials, campaign finance, disaster-recovery funding by municipality, legislation, and related news — so journalists, researchers, students, and residents can follow public money.

Who operates it

CivicaPR is operated by R21 Digital / R21 Media Group LLC, an independent private project started in 2026. It is not a government agency and is not affiliated with, endorsed by, or an official source of any government entity.

Where the data comes from

Every figure traces to a public source. Each claim links to the source it was compiled from:

Puerto Rico legislative records also come via SUTRA. OCE filings cover 2011–2018 only — the portal froze on 2019-01-30.

How AI is used

AI summarizes and structures information that already exists in cited sources. It never invents figures, never guesses identities, never fills gaps. Where a fact cannot be verified, we omit it.

What we will not do

  1. Surveillance, biometric, facial, device-tracking, or citizen profiling.
  2. Person-level contact intel, or sale of public data — search is free.
  3. Fabricated or unverified figures presented as fact.
  4. Hidden fees — Stripe processes payment; R21 never sees your card.

Corrections
